JOB SUMMARY

The Clinical Analyst for Lab has responsibility for providing support for all Lab areas and for applications that are primarily focused in Lab, as well as serving as the liaison between I.S., the Lab Departments and the physicians.

The Analyst will be responsible for analysis and compilation of data, and must demonstrate a solid understanding of all laboratory processes. Must be knowledgeable with Lab instruments, interfaces and working with laboratory equipment.

The primary duties of this position are: (1) to serve as a technical expert for instrument interface specifications, technical liaison with Lab users, internal departments, suppliers and LIS vendors as needed, (2) assists with the development of current and future instruments as it pertains to interfacing these to external systems, (3) assists with users and vendors directly for initial interface set up, and provides support to Lab users to maintain and trouble-shoot interfaces (4) to evaluate, design, test, implement, support and maintain integrated and interfaced enterprise-wide Lab applications and their functionality, and (5) to provide outcome reporting, create quality surveys and reports using desktop applications such as: Excel, Publishing, (6) coordinating and performing analysis, design, development, and some QA testing, validations and implementation of Lab applications. Assists in the management and processing of clinical information in respect to the support of the Laboratory Department. This position requires 24x7 support.

MAJOR ACCOUNTABILITIES/CRITICAL RESPONSIBILITIES

1. Serves as the dedicated I.S. resource for all clinical areas and clinical applications in relation to but not exclusive to Laboratory data, and assists in the implementation and support of applications as they are assigned by I.S. Leadership as defined in the I.S. Staffing Application and Project Matrix; the critical responsibilities related to this duty include but are not limited to:

a. Assists application analysts with report writing functions as requested

b. Converts data into user-friendly information for end-users and leadership

c. Exhibits clinical critical thinking skills

d. Researches regional, state, federal and national standards and regulations related to information systems in regards to healthcare issues

e. Routinely meets with all levels of leadership regarding information system progression, enhancements and issues

f. Provides support for all Lab instruments, and Lab equipment including handheld devices and their respective interfaces and/or integrated capabilities

g. Assists in developing appropriate access and customer/end-user views to the data

h. Ensures that useful audit trails of data access are readily available

i. Provides detailed documentation of all policies and procedures, as well as provides detailed troubleshooting documentation for Data Center Operators

j. Educates and transfers knowledge of clinical applications to Data Center Operators for enhanced troubleshooting assistance

k. Assists and provides Database Administrator with policies and procedures for disaster recovery mechanisms and database backup/recovery in respect to clinical applications

l. Coordinates and performs all application upgrades (with coordination from software vendors, as necessary)

m. Provide technical guidance and support to other IS team members and customers in the resolution of difficult problems that are related to clinical applications

n. Facilitate issue resolution and communicate results to I.S. and Clinical Staff

o. Provides ongoing analysis, maintenance, and technical support for clinical information systems

p. Provides leadership and technical guidance to identify system deficiencies, analyze problems and solutions to conclude and implement corrective action

2. Participate in the selection and implementation of new clinical information systems; the critical responsibilities related to this duty include but are not limited to:

a. Participates in evaluating and analyzing the relational database management systems, utilities and tools offered by software applications that the organization is considering acquiring

b. Maintains professional relationships and a welcome environment with all vendors, staff and end-users

c. Conducts surveys and research for clinical applications

d. Assists to educate/train staff and leadership on clinical applications including the use of report retrieval

e. Participate and coordinate any clinical data conversions as part of the design and implementation of new applications

f. Supports and coordinates the application, training and technical project activities, as required

g. Continuously improve knowledge and skills in clinical information systems

h. Evaluate work flow and recommend re-engineering of processes around utilization of computerized application to maximize departmental and organizational efficiency and effectiveness

i. Provide leadership in the system selection and evaluation process

j. Participates in the development of requests for proposals and in pre-contract negotiations on information systems

k. Conduct detailed initial needs analysis for each project such as: hardware and software requirements, integration with other systems, security and training

l. Works closely with I.S. Project Manager to plan, coordinate, directs and track project tasks, task completion and resources required to implement information system projects.

m. Analyzes testing needed to assure the functionality and integrity of system enhancements, and evaluates testing results taking corrective action as necessary

3. Develops and executes an individual learning plan each year in order to expand the depth and breadth of skills and knowledge; to share the skills and knowledge gained with other IS team members as appropriate

4. Works on special projects and other duties as assigned; assignments determined based on skill set, knowledge, experience and needs of the organization to insure smooth operation.

5. Uses FOCUS-PDCA methodology in problem solving

6. Shares knowledge with co-workers and ensures appropriate knowledge transfer to other organization resources to cover duties during illness, vacations, training, etc.

7. Attends and participates in regular department meetings and employee meetings.

8. Willing and able to travel to offsite locations to perform job responsibilities and support other IS team members in performing their responsibilities

9. Demonstrates responsiveness and dedication during emergency situations

10. Complies with all hospital policies, procedures and guidelines

QUALIFICATIONS/REQUIREMENTS

Education: Bachelors degree in Information Technology or related Clinical field of study is required (equivalent work experience in information technology, minimum of 5 years, accepted in place of Bachelors)

Experience: o Minimum of five (5) years overall experience in an information technology support role for systems implementations, upgrades and maintenance activities is preferred.

o Minimum of three (3) years work experience in laboratory with an in depth understanding of clinical systems, assisting with system implementations, upgrades and maintenance activities concurrently is preferred.

o Minimum of one (1) year work experience with laboratory information systems.

Training:

Licensure/

Certification: As a condition of employment, the HIMSS Certifications of Certified Professional in Healthcare Information and Management Systems (CPHIMS) or comparable certification in area of specialty must be attained within two years.

Other: Ability to travel to all offsite locations to perform job responsibilities. Must have valid drivers license and have own transportation.
